how to turn off low beam light on 2004 S80 Volvo

Does anyone have an idea on how to completely turn off the headlights? Their always on no matter which setting you select. (with the ignition on):
I wanted to turn off it when light switch is turned to 0. I google this and found using the following way, unfortunately it does not work for my car, anything else I have to try?

put light switch to the Center position , (sidelights > Green LED ON)
Switch ignition key to position II (Drive, but Do Not start the engine)
Pull Main beam lever towards you and Hold it there,
Turn light switch to 0
release main beam lever

If you could provide help, I would appreciate it. thank you very much.

You have to take it to the dealer and pay about $100.

oops, this is unbelievable, i bought the car from dealer, they should ask customer when selling the car.

the reason i want them off is i am driving car in day time, it is energy waste during driving.

What energy is being wasted?
Besides - it is proven to be safer to drive with your lights on.

I am living in california, very sunny, there is no need to turn on beam light during day time, it's waste of energy. thanks.

Yes, I am in CA. I understand this is mandatory requirement in Canada, but not in USA. thank you.
