xc70 2005 key and fob problems

Got my new (used )car but the dealer gave me only one key with the fob that is working well
I noticed all the remote (fob buttons ) works to lock/unlock /lights/panic and starts the car.
But the key inserted in the driver door will turn but will not lock or unlock the car.
Any idea why-is the door module defective? Why the remote lock the door but the key does not?

Also I got a new extra key w/ new transponder from ebay (factory volvo key) for $30----they are going to cut it to Vin specs but they will not program the transponder

question is where I can get the new key transponder programmed (except dealer)
and where I can get a new extra fob /program it to attach it to the new key?
