02 S60 Low Beam Headlight Pattern

After replacing bulbs, I'm having difficulties getting a "full" light pattern. The light is not consistent with many hot spots and way to many dark holes. Positioning inside the housing seems critical, but seems impossible to get correct. This is the second set of bulbs I have replaced and can't seem to get it correct. Any suggestions?
