trusted reputable non-dealer in Charlottesville wants $295 for this service, recommends every 30k miles, seems high, too frequent.
What do you think?

I'd go rather for 50-60K miles, more frequent if towing or mountain driving, but that's without knowing Volvo's recommendation.

According to Volvo you should never have to flush the fluid under normal driving conditions. Heavier conditions you probably will have to.
