96 855 T dangling hockey puck with wires

I was under the drivers side dash snapping the cruise switch back in its keeper plate and spotted a round black hard rubber or plastic disc about 2" diameter and 3/8" thick dangling there on a 2-lead wire that goes into it. On the side I could see it has "3M paper" that looks like a peel and stick label. There's also a patch wire (18 ga.?) that's crimped onto a red lead in the electrical spaghetti area. That wire wraps around a cable just to hold it out of the way and disappears up toward the back of the cluster. I don't know if all that's related. Any thoughts on what those things might be?

That is about the size of the tweeter magnet that had a nasty habit of falling off except that it has the wires running to it and the splice. My guess is that it is something that is/was aftermarket.

Next time I'm near the Volvo dealership I'll stop in and see if I can get a tech to take a quick look and ID it. It is mysterious—and that other wire that's crimped onto what looks like a power lead. Maybe I'm missing out on some elegant functionality lurking under there :)
