No voltage going to hazard switch

In testing why my hazards don't work I found the green-red wire has no voltage. This line is supposed to be constant voltage and only the yellow line for the switch light has voltage. I am not sure how to trace this but from my research it should be coming diretly from the fuse box (c17).

What are distribution rails under the dash? I saw on one diagram it mentioned this also had something to do with the hazards.

Any ideas?

Problem solved. Water corroded the C harness in the fuse box so my green-red wire wasn't providing voltage.
