Son drove the '05 S60 up to school today and he noticed muffler packing coming out of the exhaust.
Is this a safety issue? I'd rather have him get it home to me later in the week, but 60 mile drive back home worries me.
I assume I can just take it to a local shop and have them cut off and replace the muffler, right?
Local shop quoted $225-$275, does that sound right?

Yes, they can cut the muffler off, and replace it. Be sure what you replacing it with, by all means don't put a 'life time warranty' part, or something random, it may not last more than 6 months. I'd rather go to a scrap yard and look for an original used one, because these normally are quit long lasting.
Alternately, you can install a regular muffler and figure out a bracket for it.

The fiberglass packing comes out of the resonator after a few years use. Its common and doesn't cause any issues. These cars have a muffler under the center of the car and a resonator out just before the tailpipe. It took mine awhile to blow all of it out but the car runs just fine and is not any noisier than before.
