A new wiper motor or possible 'relay' change ?

The fact that it tries to sweep leads me to believe it is not a fuse or relay. Make sure the nut (I think 10mm) that holds the arm on is tight. It is hidden under a black flap on the arm base (pry flap up gently from outer edge by hand or small screwdriver be careful not to break it off). If the bolt is loose the motor will spin but the arm itself wont be moving or will move but not complete a sweep.

Tighten the nut as above by cuhfs under the cover of the wiper arm. There is a spline there that can disengage when the bolt loosens.
