lug nut vs wheel nut

What's the difference between a lug nut and a wheel nut?
Volvo manual says torque of 65, which seems too low.
Shouldn't it be 103 for a V70 2004?

I'd imagine its lower because its not a lugnut, but rather a wheel bolt. And they don't want to stretch too much.
