Why do you need to check (the non-existent) fuse? Is the light not on or are you just trying to fool yourself there is not an issue? If the latter, you will need to pull the speedo head and remove the bulb. Any savvy buyer of a vehicle will see that light is not on when the ignition is switched on.

I have the blinking arrow of death but the car is still (mostly) operational. I had transmission issues about a year ago. I commute in the car daily. The car is great otherwise. I do need to get an estimate for the repair work but I suspect it will exceed the value of the vehicle.

In the past my OBD scanner would clear the code but the check engine light always comes back on. I'd like to keep driving the car. I'm located in Cali and the State of Cali requires a smog test every 2 years for registration renewal. Check engine light will automatically fail the smog test...

TCU & ECU works as a team.
Sometimes TCU requests for check engine light from ECU.That said....transmission fault can trigger CEL,but it depends on fault.
Clearing CEL with a scan tool isn't a solution if the problem wasn't solved.Also,transmission codes can't be read with obdII tool.It requires special tool like Vida.
My advice is to take it to a dealership for transmission and engine codes readout.
If you have Vida,you can do that yourself.

Get the code read and we can figure out what's wrong with you car, it can be very simple.
The value of your car isn't the right comparison, it's the cost and depreciation of a new one that you compare to.
You probably pay more for gas each year than your car is worth!
