96 850 warm air out of vents

I'm getting warm air out of the vents even with it set all the way to cold. When I turn the AC on, it works fine, but I'm thinking there is a bit of radiator fluid going through the core. Chilton's says there is a heater water control valve, but I can't find it.

There is no heater water valve, these Volvos run full flow through the heater core at all times.

The hot air is selected by the blend air motor which blends heated and AC or outside air. That motor is probably faulty.

OK, so I should be able to hear the motor when I go from cold to hot.

Or your center vent outdoor air blend wheel is open.
