Smog/Air Pumps for Volvo V70?

I was looking into buying a replacement rubber air supply hose (perhaps Volvo 9141228) and notice that they are sold with and without accommodations for the smog/air pump. Was there a cutoff date or a geographic locale that determined whether or not a 1998 V70 would have an air pump or not? They weren't just for cars sold in California or only for cars with turbos, for example?

For non-California cars, the only way to know if it has a smog pump is to check the VIN, or just look under the hood at the really obvious hose to the air box etc. There is no apparent rhyme or reason to when and where the cars shipped with air pumps versus without, neither by market, car model, etc. You just have to check.
