on my Android phone I don't see that button even though I'm logged in.

On mobile devices those buttons get abbreviated to:

If that doesn't work, in your Android browser, click on the menu button (three dots in the top right corner). Click on Clear browsing data on the bottom. Your browser cache is now empty.

Let me know if you still don't see it.

You won't see all those options. Some like Edit, Delete, etc., won't appear.
