1998 V70 auto non-turbo
Is there a vent that allows air into the gas tank so that vapors can be pulled through without making too much of a vacuum? If so, where is it? Does it get clogged or frozen?
My wife left with the car this morning with very little gas in the tank and temp around 45 degrees F. When she got to the gas station, she could loosen the gas cap but could not remove it. It is a new Stant cap, and it is the correct one. I have had a consistent evaporative emissions CEL and have been assuming that my hoses were deteriorated and allowing air in (been too cold to do much troubleshooting there until now). Now, I am thinking that the system is pulling a fairly hard vacuum due to a faulty vent. I'll have the car back late this afternoon.
Any advice? Suggestions? Frequent failure points?
UPDATE: Sorry, People. When my wife got home, I found that the gas cap was just on REALLY tight. I barely got it off. The last time I got gas was in New Jersey where there is no self-serve.

If it turn but won't pull out I would guess mechanical problem with the gas cap over vacuum in the tank. The vacuum pulled by the EVAP system is really low.
You could just pop the hose off the purge valve to see if it releases the vacuum, too.
