'98 Volvo V70 Rear driver side seatbelt still stuck

This is the second time I'm posting this. My driver side seatbelt is locked after I failed to lower the seatbelt and tie it up. I already unscrewed the seatbelt bolt from the body and its loose and dangling. I tried several methods of pulling it out and nothing is working. I parked the car on a level area and still got nothing. I pulle dit up and down left and right. (Yes I did this with the seat up) I really want my seatbelt guys and I need some help.
