Found Robert DIY on youtube. "How to tell if a turbocharger is bad" I suspect like most of you the problem is going to be the turbo. Feeling better about this project. Next step is to see if repair kits are available. Let me think....Last time I bought Volvo parts was from....IPD.

This is not a knock on IPD, but I'm in CT and have had good luck with FCP Euro and eEuroparts.

I've no connection to either, but do know that both are big supporters of Volvo hobbyists.

I'm wondering why the repair kits I've seen don't have the exhaust gasket. Guess that's a separate kit?

I stopped before the job was 100% committed as I didn't want to chase a hare down the wrong rabbit hole. Inspecting the hose from radiator, it has a lot of oil in it and at the turbocharger. Turbo charger could be fine? Problem with the radiator?

Getting confused again.
You pulled a radiator hose and found oil?
Or you pulled the intercooler hose and found oil?

Also, have you inspected the throttle body? Is that all oily?

Sound like he is confused in terms of the direction the air flows. The Air flows from the turbo to the radiator where it get cooled down, then to the engine. If he has oil in the turbo, the only possible source of that oil is the turbo seals. Leaky turbo seals would contaminate everything from the turbo to the exhaust pipe with oil.

Look at the hose/pipe from turbo to radiator, oil would need to flow against the air flow and uphill to get from the radiator to the turbo. That is not going to happen. Any oil in that hose/pipe would be from the turbo. If I was in jumbicat's shoes, I would head to a Pick-in-Pull for another turbo. ~$65.00 around here.

Just trying to eliminate all possibilities before pulling the turbo. If I pull it, and find its just the seal, I'd rather rebuild it with a kit than buy a used one with unknown history. And no. The radiator hose does not have oil in it. The hose going to the radiator where the intercooler is, does. Not so much at the radiator side but at the turbo end, there's obvious oil collection. So I'm to understand, there should be no oil anywhere in the intercooler pipe?

Oil at the turbo end is evidence of turbo seal failure.

I think a slight amount of oil in the hose at the turbocharger is acceptable.
Soaked is not good.
OP may want to pull the hose at the bottom of the intercooler and see how much oil and/or condensation drips out.

I'd also inspect the throttle body for oil contamination.

Is there a easy way to get the bolt off at the 8 o'clock position? It's the only one left. From the bottom? Do I need to take something off to get to it? It's a tight fit. Who ever installed the rubber hose put the tap end facing the drivers mirror. Ended up using a cutting clamp off. Wasn't very nice of them.
