94' Volvo 855T p0172

Ive been getting a P0172 code, terrible MPG and sluggish acceleration. Ive looked for vacuum leaks and i can't find any, I replaced every line and the PCV system at the beginning of the year so the lines are new. Ive tried different MAF sensors with no change and even replaced the O2 sensor, spark plugs, cooliant temp sensor, and RPM sensor.

Wondering if anyone has any advice, im going to double check all vac lines and intake stuff tomorrow but could it be a fuel pressure problem maybe? I deleted the charcoal canister system and have the gas tank just venting into the air with the manifold port blocked off, was never a problem but thats the only thing i haven't considered yet.
