OBD-1, a 1995 850, and troubleshooting RPM bounce

Hi, guys. I’m new here... I have a 95 850 GLT 5-speed (non turbo) and I’ve been having some issues: first the alternator went so I replaced that, then I’ve been having this issue when I shift the car is sluggish and the rpm’s go up and down, I changed the coil, cleaned the air filter and the mass aid flow sensor and nothing changed; The check engine light just came on but I can’t check the codes because my obd-1 seems to have shorted out, I plug in the (repaired) jumper wire and the light glowes, I push the button and it glowes brighter but I don’t get any codes flashing. It has 355K on it but has always been maintained and has served me well as the third owner. I’m sure it’s something easy (I hope) but I could use some help.

'95 should have both...ObdI under the hood and ObdII in the center console under the coin holder.

not all 95s had OBD 2. My 95 NA with Fenix had no OBD 2 Port.

95 GLT is 2.5 20v car....10v cars have Fenix management and they are GLE.

It’s a 5-speed so the set up is a little different.

All of them are 5speed manual and 4speed auto from the factory.
That coin holder is UNDER the ashtray.
All U.S market '95 have both...obdI and ObdII....are you sure it isn't '94?They didn't had obdII.
