High Beams not working

i have a 2006 s60 (i did not see a forum for s60 < 2011). neither of my high beams work. just purchased new bulbs. low beam work, fog lights work (at least 1 does), from lighter control panel i can change light settings, dim interior lights, put on/off fog lights, i checked both fuses (#22,23 under steering wheel) and they are good... i am lost... i have read several forums, yes my lights are on the 12 oclock marking.... i can see my low beams on.... i cant get high beams to turn on at all

anyone experience similar??
