I've tried turning the steering wheel, but that no longer works.
I took off the ignition and am able to start it using a screwdriver, but I can't get it out of gear.
I've seen videos where they remove the ignition lock and then "jury rig" the steering wheel lock. But none of the videos show you how to remove the ignition lock. It seems like there are two bolts holding it in place, but nothing seems to fit them. Do I have to drill these out?

Look close at the top of the bolts. I'm sure you will find they been broken off. Most Ignition Lock Cylinders are installed with security bolts. I'm pretty sure Volvo used Socket Shear Bolts where the Socket head shears off when it is tighten and torqued. You do need to drill out a Shear Bolt to remove it.
