Hack Job Explanation?

I recently purchased a used 2009 V50 R-Design, non-turbo.

On the way home I immediately noticed my feet were cold. I had noted the lower dash panel had been cut. Once I removed it, I could see a bit of a hack job and the ductwork was completely missing, lol.

Just curious if any of you might know why some had done this?

Structural damage? Looks like someone was wrenching on that tube. Also appears to have a splice in that orange and black wire just below the tube.
