Keyless entry, interior lights, alarm, & windshield wipers not working

Hi,
I have an 04 Volvo s80 2.5t awd. I am having a issue with my keyless entry, interior lights, alarm, hazard lights, windshield wipers not working and my clock resets Everytime I turn the car off. What's odd is that if my key is in the ignition and turned on the buttons on the keyless entry work. Also if I open the doors while the key is in the ignition in the on position the interior lights work and the hazard lights work. The windshield wipers on the other hand don't do anything the washer squirts when you pull the lever back and the headlight wipers come on also. I have another 04 s80 and have swapped out the wiper motor, switch on the steering wheel, swapped all the fuses and relays and they all work fine in the other car. Currently I have a wire from the battery hooked to a toggle switch on the low setting so I have wipers. Any help would be greatly appreciated. Thanks in advance.

I also have a fuse removed it is either 23 steering wheel module or 32 central electronic module. I believe it is the cem fuse which was taken out when I bought the car. If I replace the fuse my sunroof doesn't work right and I think it acts a little funny. I don't have the car near me right now so I will repost which fuse is out when I get a chance.

Wow what a mess. Have you looked at the SWM for damage? On my XC90 it was bathed in a smoothie and started causing awd/braking light issues. What about the CEM? Have you checked it for water damage? Did you swap the shunts?

Have you pulled any codes? Have you tried the built in diagnostic check? Put all the fuses in and run this - maybe it will tell you which modules you are having issues with.
