2004.5 S40 T5 Power Steering Problems

Hello all.

I'm an Audi guy (B5 S4) and my wife's Volvo has been giving me a hard time lately, so I'm hoping someone can help me figure this out.

The cars power steering pump seems to not work when you start the car cold, and almost sounds like its popping or pumping air. The weird part is that if you immediately turn the car off, and then turn it back on, it's absolutely fine with no issues. This is a repeatable problem and happens almost every time the car has been sitting for more than 4-5 hours.

Any ideas?
