2005 VC70 Override gears shift lock

i tried to override the gear shift button instructions I'd seen in this forum with no success.
I require info to: the "loop" that is a plastic loop. I cannot locate button itself.

I lost my my keyless entry fob. Volvo wants $250 for this and I'd have to get the vehicle 1.5 hours to them. Amazon has replacements, but I don't know if only Volvo can cut the key.

Two parts to this

Anyone can cut the key mechanically, you can actually call your dealer, give them the VIN, they can make the key to your car....but...

The key won’t start the car until they marry it to the software in the car, and they need the car and key together in their shop to do that.

You are way up North , aren’t you! Have you explored dealers in Montreal area?
