Emergency brake not holding - 2004 S40i

Emergency brake not holding - 2004 S40i
I'll try again on this problem. Adjusting 10mm nut did not help. I can see the cable actuating the emergency brake assembly on the caliper. Would adjusting the puck on the inside caliper help in getting the emergency brake to work. Have good meat on the pads and the disc looks ok. Car stops well but no amount of cable adjustment make the rear wheel lock up. What could I be missing. Any suggestions greatly appreciated. Thanks
