No relay.
The XC90 uses the PEM.
It is either in the RR wheel arch (behind the liner) or inside the car.

If you think you need a PEM, try junk yard or ebay (used is about $40-$50).

Did a thread on this last year- https://forums.swedespeed.com/showthrea ... M-Location, couple places these live before permanent relocation inside the car.
The forum search tool has a couple other entries relating to PEM. One example- viewtopic.php?f=10&t=87719
As far as testing, it's a PWM signal from the ECM to the PEM and then to the pump (on demand) with 12V coming from the CEM, can see a schematic in the photo link in the first post. I would first look really closely at the PEM connector interface and see if anything is obvious, much of what is written on failure is due to outright corrosion.
Quite a few options for replacement, if you buy used after 2007, you're pretty much assured that the unit has never been outside the car.
Good luck

Can buy a used one off Ebay for like $60 - look for one without corrosion on the metal plate. No programming. If you have an FPS may also get a replacement one
