Is there a way to test the PEM with a voltage meter. I have changed the fuel pressure sensor on the fuel rail. And the pump will run outside the car and the car will run on starting fluid.

You can only confirm supply voltage with a VOM

There is a link to detailed waveforms in a thread by shockwave in the XC90 forum, though, which will tell you most everything one could know.
