Bottom center? Are you sure you're not looking at the intercooler? Your T5 will have a sandwich of condenser-intercooler-radiator.

Please take and upload a picture of what you're looking at so we can help better.

Apparently it is an intercooler pipe. Its covered in oil and has popped off.

It isn't abnormal for their to be a bit of a coating of oil inside the piping. If there is a lot to the point where there is a noticeable leak or pooling, that could indicate an issue with the turbo or PCV system. If those hoses are original, I recommend replacing them with new Genuine ones.

It seems there is oil leaking on to the pipe/hose from somewhere above. Maybe pcv system. I just began resurrecting this car and Im not very familiar with them.

You're fine. The posting here is a little more "slow firing" than a social media site, but the idea is to provide helpful and in-depth resources. So you may not always get a response right away, but give it time.

As far as the hose, you can't beat the Volvo OEM. A little pricier, but if you plan on keeping the car a while, get the hoses that lasted this long.

To check your PCV system... after the car is warmed up and hot, leave it running, pop the hood, and pull the oil dipstick. Observe to see if there's any white smoke puffing out of the dipstick. Take a latex glove and put it over the top, creating a seal. If the glove sucks in, you're okay. If it blows up the glove, you need to replace your PCV system hoses.

The turbo will usually allow some oil into the intercooler pipes, but if it's a lot, I'd again suspect the PCV system. The turbo can go bad and dump oil, but usually it does that on the exhaust side and you'd notice a lot of smoke.
