rpm reading 10,200 before engine started in 2001 c70

Hard starting c70, 2001.

Had a throttle body replacement,
new speed sensor
new MAF

And my mechanic thinks that it may be the ECM that is showing that the engine is at 10,200 rpms. Before starting.

Any ideas what the problem is, and how to resolve?
