This car has lived in the desert all its life with me. This past winter was its first. But I don't think this happened as a result of winter.
This mirror cover was never painted by a body shop, it's stock.
Today I noticed this paint missing, really weird looking pattern.
1. Can anyone figure out what happened here?
2. What can do I to remedy the removed paint, if anything?

This is clearcoat peeling and isn't caused by winter but by extended UV exposure. Most 90ies Cars in Cali I've seen look like that.
It was an issue with early waterbased basecoat-clearcoat paints.
The only known cure is to sand down to the basecoat and repaint.
The sad thing is that usually a short while after the first parts start peeling, others will follow.
Try not to park in direct sunlight if possible.

Other parts- meaning the body paint too?

Yes, any part that see the most sun like the hood, trunk lid (sedan), roof. Try to park in shade if you can.

Green is one of the bad colors for all makes that fade and peel. You are down to the bare plastic not just clear coat. My suggestion is too remove the all the paint and coat it either black sheen or just another clear coat. If you paint both and the rest of the car is not in great condition (paint) they will stand out quite a bit.

Actually the car’s paint is in immaculate condition. No rust, peeling or bubbling etc
That’s why I’m stumped on this.
