P0420 and P0430 upstream sensors no voltage

P0420 and P0430 upstream sensors no voltage

My 08 XC90 3.2 has check engine light on with codes P0420 and P0430. I'm trying to read live data on my obd2 scanner but I only have data from the downstream O2 sensors nothing from the upstream on both banks. So maybe I have faulty O2 sensors? Could be a wiring issue? Fuse or relay? If the sensors are bad, should I have other codes Any ideas?
