Recently acquired parts from a V70r, the gauge cluster and pretty much brand new steering wheel. I understand for the gauge cluster, I would need to swap the dials but as the lights behind the cluster that make it light up. What would I do with those? I see that there's the same input slot. But no female plug on my 2003 V70 2.4T gauge cluster.
For the steering wheel, would I need to change the "wiring harness" for the inputs to work on my car? I'm a little lost on this one.

I don't know about the cluster swap, but the steering wheel swap is easy. The connectors should be the same.
I am sure you know this already, but make sure you disconnect the battery before you do this and let the car sit for a while. I usually wait 1/2 hour before I start unplugging stuff like air bags.

I doubt about the cluster swap. I know I tried to swap the 'chrome' dial rings from a 04 (non R) to a 03 - won't fit. I believe pretty much the whole cluster software may also not be compatible. For the steering wheel, I would be a little more optimistic, not tried myself but may look here to see how those electrical connectors go - again, there may be differences. What out for the big center nut - it's not overly tighten but it absolutely needs fresh Loctite, I think I mention in the video if red or blue one www.youtube.com/watch?v=idmPhHNNixI
