2001 V40 1.9 Turbo with 210,000 miles
I've only owned this car a couple of thousands miles. The CEL came on and I ignored it for about 300 miles. It was running great and getting about 23 mpg. Started it one morning and it was vibrating at all speeds. Local O'reilly did a OBD scan and got codes P0015, P0302, P0303, P0420. I finally got my vida 2014d working. Vida said it was a S40 or V40 so couldn't read vin #. Put in vin # manually and it said it had a B4204T3. Ran diags and got codes EMC-44,45,4D and 61. I switched the 2 ignition coils to see if the problem switched from cylinders 2 and 3 to cylinders 1 and 4. Cleaned the connectors and wires to the ignition coils. Cleared the old codes and drove about 5 miles. Using an Autel AL519 scanner got only 1 code, P0302. Vida returned EMC-44 and 4D. Changed oil, new NTK copper plugs (same as what was in it, they didn't look too bad), did a compression test.
From 1 to 4 I got 155 150 150 160. Not good, but not deadly. Not sure what they should be. Cleared codes and scanned with Autel AL519 and got P0302 again. Whiched spark plug wires cleared codes and got P0302 again. New gas filter (old one didn't look that old) and put Techron Concentrate Plus Fuel System Cleaner and about 10 gals 77oct gas. Drove to near empty tank, no change.

The car runs rough, but doesn't give a flashing CEL if I keep it under 2k rpm. Can go miles with no CEL or P0302 if I keep it under 2k rpm

I'm thinking fuel injector, but can't find a reasonably priced kit with filters. I'm on a low budget, social security check, so would do a sonic cleaning myself.

Any advice.

Since you're on a low budget, I'd pull the coils again and inspect them for burn marks using a magnifying glass.
I dealt with bad coils on my '01. Couldn't see the burn marks with my (aging) naked eyes, but they were easily identifiable under the glass.

Another thing you can try is to switch the fuel injectors around and see if the code follows.
My gut says it's unlikely an injector, but you never know.

Good call on the coil connectors. There have been issues with them in the past. I zip-tied mine to the coils for a tighter fit.

Thanks for the advice alschnertz . I will do a closer inspection. I've never worked with injectors before. If I pull the injectors, will I need new rubber rings to install. I've read on other post here that a little Vaseline does the trick.

Don't bother rebuilding your injectors. Volvo uses Bosch injectors which can be bought cheaply at places like Jegs or Summit Racing. I priced 6 brand new Bosch brand correct oem injectors at $350 for a set of 6. I am just afraid I might damage something installing them myself or I would have already replaced them at that price. June

Oh, all you need to know is injector color and electric plug type to find the correct exact replacement. June

Here are screenshots of the new Bosch injectors for my car as a example. Not sure all the particulars of your 4 cylinder so you will need to do some internet shopping. June

I'm not sure if I'm giving great information, but am just trying to keep it on the cheap.

Tough to say about whether you need new o-rings. Sometimes they come out ok, sometimes they tear. No way to tell beforehand.
I've generally had good luck - but I'm very careful when removing things.

Re. Vaseline, that wouldn't be my first choice. I'd prefer a synthetic lubricant on rubber parts.
