The interior light goes out and lights up when it scans the obd when the door is open. Is it normal.

On the 1999 the lock controller and lights are on CANBUS for some functions, but you don't have that on your 1998. You get lots of lights cycling on a 1999 when you scan or address the software, including dash lights (SRS< ABS)

It might be it is cycling the power and that fools the lights into thinking you just opened the door

Not a big thing to worry about.
