actually mechanic says position 2 is registering a position 1

It may be the steering wheel lock mechanism failing. See this post. viewtopic.php?f=9&t=93073&p=533960&hili ... ck#p533773

Many Volvos had this failure after lots of miles and starts. The fix (if you are willing to give up the steering wheel locking feature) is to remove the mechanical lock mechanism in the steering column. This failure seems more common than switch failure.

we changed steering wheel lock mechanism per volvo, cable from shifter to steering wheel, and ignition switch module per volvo, yet still don't show position 2, it's like position 1 is not engaging where 2 should be is showing 1
