EGR Flow Too Low - '94 850T

EGR Flow Too Low - '94 850T

I wonder if you all have some ideas on this EGR issue. Over the years I have periodically (regularly) gotten a 241 error code, "EGR Flow Too Low."

I have pulled the EGR valve, cleaned it, tested it with some suction, and reinstalled with a new gasket. It seems fine. The port in the intake was never clogged - it was completely clear.

I've changed a bunch of vacuum hoses.

It runs well (especially after the vac hose change), lots of torque, smooth pulls to high rpm. I'm not clear why this CEL keep reappearing, and always the code 241.

I considered just buying a new EGR valve, but that seemed like throwing money at it and wishing. Now I don't even see it listed at FCP or ipd. I don't know what the EGR Controller does, but I've replaced that vacuum line as well.
