Cabin blower speed problem

Has anyone had a problem with the cabin blower. After turning on the airflow to max and the external circulation, after a minute, the speed drop and hummed as if something was putting resistance to the air. After turning on the circulation inside, it blows to the maximum and the speed do not drop. Changed air conditioning panel for another used one and still the same. Automatic air conditioning panel.

It could be the cold air flap is stuck or broken in a closed position. There is a small plastic leaver that breaks with age. Don't believe it is expensive (relatively!).
To access it you need to remove the passenger side dash under tray and remove the glove box liner to give better access to see what is going on. The lever is on the side of the blower motor housing on the left. There is a small servo motor on the left side that needs to be removed. It is held in with one torx T25? screw and then it slides out.
Make sure you check you fit the new lever correctly or the motor may not turn if it is in the wrong position.

If that is working as it should then I need to have a longer think about what could be happening as it is clearly strange that the system works ok in recirc but not on outside air. I am assuming the filter is clean as you have been in there and checked.
When was the blower motor last changed? Do you get any change in fan speed when accelerating or braking hard?

There are no speed changes, or at least I haven't noticed. The blower is original from 98. The filter is about six months old. I think it started when I had a wet cabin filter after a heavy rain. It turned out that the seal on the casing had come off. I found that the wet filter resisted, so I replaced it, but it didn't work. Now I'm dry and it gives me a problem.

I checked something. When I give the circulation inside and then the external circulation, but I do not turn on the blower, there is resistance immediately after turning on the blower

Are you sure there isn't anything in the vent rubbing against the blower?

I dismantled the cabin filter and when I move the blower by hand, I do not feel it chafing. It is strange that if I do not turn on the blower and give internal circulation, there is "resistance" after turning on the blower. I need to see what happens when I completely remove the filter.
