Hello,
Before i take the front apart, is this a ballast issue?
I've switched lamp R/L, same filcker and subsequent off on left light.
sometimes it does flicker on the right one.
might it be a fuse or is it ballast.
any recommendations on ballast?
also
if I want to convert to LED, do I even need the ballast?

Flickering HID is usually a electrical power issue. Check and clean the connections. Could be a high resistance dropping the voltage and current to the ballast or the bulb. If a connector is corroded you might need to replace the connector or connector terminal.
