Ask if you can pass the new belt without removing the harmonic balancer (crank pulley). This pulley is a misery to remove because of super tight nut and also you need a tool to lock it from turning. Inspect the rubber part in the pulley while there. The original water pump is usually good for 200.000 miles Use only kits such as Continental or Gates (wp- Aisin Hepu or GMB) https://www.volvoforums.org.uk/forumdisplay.php?f=19

Haynes Shop manual 4263 for V70 to May 2007 for 2.4 diesel engine: Rates the timing belt replacement Fairly Difficult suitable for competent DIY mechanic. This is an interference engine, so do not turn unless timing is correct.
