Driver's Side Low Beam Out - Bulb and fuse OK

Low Beam Out message appeared upon starting car. Replaced both low beams and checked fuse #16 in engine compartment panel. Then checked voltage at fuse 16 - normal. No voltage at light socket. All other lights and systems seem to work. Has daytime driving lights normally on all the time. What am I missing? Thanks for any ideas! Bob in NH
