My Volvo has stopped completely and nothing works, I did a CEM analysis with a local repairman and told me that the CEM is okay, doesn't light anything on the panel, doesn't close windows, only lighting.
Could it be the ECM? Has anyone had this problem?

Start with the basics. Does it have fully charged battery? Does electricity get to the starter and fuse box? Do you have clean fuel getting pumped under proper pressure to the injectors?
