Welcome to Matthew's Volvo Site.
Please don't use all capitals in your posts as it is classed as shouting.
I assume that the engine does get up to normal temperature on the temp gauge.
It is quite possible that the heater matrix or one of the hoses leading to/from it is blocked.
First check the two hoses from the engine to the heater. Make sure they are sound and don't look as though they have collapsed causing a blockage. Gently squeeze them along their lengths to feel if they are spongy.
If they seem to be OK then you need to check the water flow through the matrix. Partially drain the water system so that the water is below the level of the heater matrix. Remove both pipes and using a hose pipe, which you should be able to push over the end of one of the stub pipes from the heater, run water directly into the heater. If the heater is not blocked the water should pour out of the other stub pipe. If it is blocked increase the pressure on the hose to flush out the heater. If that was the problem then to make a really good job of things put the hose pipe on the other stub pipe and flush it through the other way.
If that does not solve the problem then it is possible you have a blockage either to or from the heater. You would then need to flush the whole system using something like Radflush or Speedflush.
Hope this helps.
Bill.
