I have a 2000 S40. I can't turn on recirculating air; air from the outside is always coming into the cabin. The recirc switch lights up when pressed but air continues to stream in which is annoying in the winter or when driving behind a stinky vehicle.
Also, the heat control only works when the top two or three ticks are selected (US 78, 79 or 80 degrees F). Otherwise, only cold air comes from the vents.
I couldn't find detailed instructions on where and how to locate and fix this problem in my Haynes manual. I'm reluctant to take apart the dash on the right side where I assume these flaps are located.
Any advice or links on troubleshooting and fixing this issue?

Recirculation motor is #13. Check to see if it is working. A finger on the motor as you work the controls should get you the answer.
If you remove the Cowl under the Windshield, you should be able to see or feel the inlet door opening and closing.
I would slide the control panel out and check the connections. Clean then while you have it out.
