Hello, I own a 1998 S70. When the temperature reaches around 30 degrees Fahrenheit it will not start, but around 50 degrees Fahrenheit, after constantly attempting to start, I hear a humming sound over the dashboard on the left near the speaker area. New fuel pump so that’s not the issue. Any help or suggestions? Thank you.

What is the battery voltage at on standby and under crank. Does it make a difference if you turn all the lights and heater off when cranking?
Can the car be jumped?
If its not voltage, and fuel pump is new then look at the spark.
When were your sparkplugs changed? Are there any stored codes? Does it have a rough idle?
I went through a very rough idle and sometimes inability to start which was solved by clamping the terminals on a good battery properly (gotta hammer those suckers down to fully nest on the battery terminal), cleaning my idle air control valve which helped with the idle about 30-40%, and changing our my cap and rotor (the contacts were worn out inside).

Check your fuel pressure to make sure you're getting adequate pressure at the rail. You could have a shiny brand new bad pump, or a wiring issue.
