It looks like the hose attached to the device in the second photo is near to failure. The hose diameter change at the end of the hose nipple is showing failure cracks. You are on the right track to look at the position of the floor latch. I would loosen it up then figure out the best position then tighten it back up. Sometimes the latch needs to move in the opposite direction from what you might expect. Also check the little rubber bumpers located out at the side...
