I seem to recall seeing a video of someone using a hose from maybe a Ford model but can't seem to find that video now. Maybe take the old one to a parts store and see if they can match it?

Yeah.

You said you talked with do88. Their Heater Hoses for the RN P80s might be usable, but I don't remember the size of the hoses offhand. I want to say 5/8"/16mm.

This uses a Gates 18821 hose on his P1 https://www.youtube.com/watch?app=desktop&v=1cTLgtHmABU That might work as a non-silicone substitute for the left hose on the cooler. The way it bends back out would be beneficial. The P80 and P2 coolant pipes don't elbow out like the P1's evidently do, so...

since it's a 99, you don't have the boost gauge. Honestly, if you plan to drive it for a long time, get it fixed. I wouldn't want to waste boost nor risk blowing the motor. If you're going to keep the car, then fix it. I can't see how you could have hurt anything by not having the wastegate working with a 13g turbo, but they are a precision part with lots of engineering involved, and the wastegate is part of it.

Yeah, the waste gate actuator applies pressure to keep the gate closed, enabling boost. With the rod broken, the waste gate opens at exhaust pressure and boost is minimal

Cool thing on a 1999 is the ECU controls boost closed loop, hard to see how it could get damaged

Its a bit like driving a turbo car without a turbo, aka "no fun".

I'd fix it, just for the surprise of what it feels like when it is working ;)
Not sure what is damaged, if its the actual wastegate that would mean a replacement housing. Just the actuator would be much easier.

Yes I understand you have a different car and I did mention that if there are no similarities you can ignore my suggestion.
