Yes, that's the "dust seal" part. Just did both front wheel bearings on my 07 XC70, and both dust seals. And both tone rings!

On one side (passenger) I removed the strut to knuckle bolts and got the hub bearing in and out with the knuckle in the car. As an update for anyone who cares, I was able to drive the car without issue the remainder of the way by removing the cover and using a 12v fan to cool the CEM.
