You will need a longish 3mm hex key to get those rotor bolts off, bit of an oddball size

It needs to be scruplously clean f oil and moisture. Scrape all the metal to shiny brass, clean out the oil with brake cleaner , then get it dry as a desert.

Your distributor cap looks either damp or oiled on the inside. Check for oil leaking into the distributor body from the cam seal. Have you checked the pcv system recently with the glove test? It may be your system is blowing oil into the distributor and then the oil will absorb moisture in cold cond...

Hey bud, curious why you think its anything other than vac related? I just had a similar issue with my 98, was just a popped off vac tube infront of the throttle body area. I only use Corteco (or blue box Volvo) for cam seals. I have had SKF cam seals leak after only a year of usage, although that was like four years ago. Can't say I know what their product is like today.
