Up here in Canada it is illegal to only run 2 winter tires on the driven wheels. People do, but it is stupid to do so, especially where ice is concerned. Technically all the SIPS, ETC can be removed. Not saying I'd want to do it, or would recommend doing it, but from a technical standpoint they can be removed - just like safeties on industrial equipment, furnaces, and weapons...
