Simple DIY Rust converter.
1 liter distilled water
20 gm Tannic acid
15 gm Phosphoric acid
Let it work all the way through then seal with a protective coating.

You can get the acids on eBay ....

What oil do you use on the car? Do you use a filter with a non-return valve like the OE Volvo or Mann?

As Scott 850 has so aptly pointed out (more than once) the oil pan pick up tube O rings are highly suspect. Maybe you can check oil pressure?
